An Individual-based Index of Multidimensional Poverty for Low- and Middle-Income Countries

This paper proposes a new index of multidimensional poverty, called the Global Correlation Sensitive Poverty Index (G-CSPI), which has three interesting features. First, it encompasses dimensions: decent work, education and access to drinking water sanitation, largely overlap with list ideal dimensions obtained by expanding Constitutional Approach, although does not include direct health measures. Second, uses distribution-sensitive measure that can also be decomposed into poverty components: incidence, intensity inequality. Finally, G-CSPI is an individual-based, rather than household-based index, restricted individuals 15–65 years age. It thus able detect intra-household differences in among members within age-range. To have full picture at country level, should then complemented specific measures for children elderly. Being centred on sensitive inequality, coherent overarching principle 2030 Agenda “leaving no one behind”. Using recent estimates 104 countries, empirical analysis reveals highly robust different specifications, that, as expected, fragile countries experience largest levels poverty.
